Pete was born in Salt Lake City and is the eldest of nine children. He graduated from West High School in 1969 and earned a Bachelor's Degree in Criminology and Corrections in 1973 and a Masters Degree in Economics in 1978 from the University of Utah. He was married to the former Alicia Lopez, who was an Educator in the Salt Lake City School District. They have four sons; Travis, Abel, Emilio, and Julio.

Pete received several meritorious community service awards that include:

Pete dedicated his life to public service. He was Administrative Assistant to former Mayor Palmer DePaulis and worked for Mayor Ted Wilson as a Budget Analyst. He served as Project Director for the Salt Lake City's Minority Business Development Center and was the Project Director for Youth Employment at the Boys & Girls Club of Greater Salt Lake. He was elected to the Utah House of Representatives in 1992 and re-elected in 1994. He was elected to the Utah State Senate in 1996. He was internationally ranked Amateur Boxing Referee and was a Master Falconer.
